Profile

Luca has a clear and direct approach to legal issues. He is able to deal with them on a comprehensive basis thanks to his technical, high-level expertise and his continuous professional updating resulting from his university teaching and research activity and from his experience as the author of more than 40 scientific works, combined with his experience as a lawyer, a profession he has been practising since 1990 as a partner in leading Law Firms and in favour of private parties and public administrations. Extensive expertise, integrity, transparency, clarity of ideas and a unique ability to explain even the most complex legal issues in understandable terms, are the professional qualities for which Luca is appreciated. He uses them to provide, in his consulting activities, concrete and creative solutions to legal problems, and to successfully represent the interests of his clients in Courts, including the Supreme Court. Luca has an “international” approach and frame of mind which, thanks to his excellent command of English, make him a point of reference for both Italian and foreign clients alike. Apart from his profession and university career, Luca loves history, contemporary art and music, nature trips, and is a sportsman: he has run the New York and Paris marathons and practices swimming, diving, tennis and skiing.

Fields of expertise

Whilst maintaining an interdisciplinary approach to legal practice, which he is involved in also in relation to civil law, Luca also draws from his university teaching and research activity to assist public and private entities, both individuals and enterprises, in all fields of administrative law, building and town planning, expropriations, the environment, health law, the administrative, accounting, civil and criminal liability of public officers and administrators. He provides both consulting services and Court assistance before administrative and ordinary Courts, including Tax Courts and the Court of Auditors. His experience extends to the criminal field for all issues connected with the application of administrative rules (the so-called “administrative criminal law”). His activity focuses particularly on the field of public procurements and public services, in which Luca provides his remarkable expertise to his clients, including several public bodies and leading companies. Luca is also very familiar with the cooperative world and this has allowed him to establish a strong relationship with some of the most significant cooperative entities operating in the field of services, including socio-medical services, as well as with the main representative local associations. Luca is a public tourism legislation expert: in addition to being the author of many publications that are frequently mentioned in relevant scientific works and to being a member of the Scientific Committee of specialised journals, he is a consultant for primary associations representing businesses and professionals operating in tourism.

PhD in Public Law, University of Florence, 1990 (a title awarded upon submittal of an original research project in Regional Law and Local Authorities)
Administrative Law Researcher at the Law School of the University of Pisa
Adjunct Professor of Administrative Law at the Law School of the University of Pisa, holding alternatively the courses in Administrative Law, Administrative Justice, Town Planning Law and Health Law for 3-year and 5-year degree programmes.
Luca has been an Administrative Law and Administrative Procedural Law Lecturer for the university courses of the Naval Academy of Livorno and for those of the Post-Graduate School for Legal Practice of Pisa.
He has covered teaching assignments at the Medicine and Surgery School of the University of Florence for General Public Law and Administrative Law in relation to the degree programmes in Sports Sciences, Sports and Sports Business Management.

Publications

In addition to being the author of several articles published in economic newspapers, Luca has been and is the member of editorial bodies and scientific committees of Legal Journals; he is the author of more than 40 scientific publications in volumes and primary legal journals on public procurements, public tourism legislation, the administrative process, environmental law, regional law and law of local entities.
